Rick Scadden has over 31 years of professional environmental engineering experience: 21 years in environmental consulting and 10 years working directly for an electric utility. For seven years, he was the environmental division manager for a major public utility with responsibility for compliance with applicable regulations regarding air, water, and wastewater quality; land use; and solid and hazardous waste management. He has had technical and/or program responsibility for site investigations and remediation, power plant decommissioning, regulatory assessments, permitting, feasibility studies, air emissions banking and trading, air emissions inventories, and global environmental issues. Mr. Scadden has experience with program and project management; solid and hazardous waste management; site investigation and remediation; policy development; air, water, and wastewater quality planning, land use planning; regulatory assessments and environmental compliance evaluations; and experience with environmental regulations including Toxic Substances Control Act, Resource Conservation and Recovery Act, Texas Risk Reduction Program, Texas Risk Reduction Rules, Texas Voluntary Cleanup Program, and the Clean Air Act.
