Barbara Rigney’s professional experience has focused on the areas of site assessment, investigation, and monitoring; site remedial planning, remediation, and closure; and regulatory evaluation, reporting, and compliance. Her experience includes work at a variety of sites such as electrical power plants, brownfields, power plant and refinery tank farms, leaking petroleum storage tank sites, Superfund sites, military bases, former oil-production sites, and abandoned oil-field evaporation pits. She has also performed environmental site assessments for transportation projects and prepared compliance documents for electrical power plants. Barbara has worked for municipal, state, and federal agencies; as well as clients in the private sector such as commercial enterprises and attorneys. Her experience includes preparing affected property assessment reports, response action plans, self-implementation notices, and response action completion reports under the Texas Commission on Environmental Quality (TCEQ) Texas Risk Reduction Program (TRRP) for the Voluntary Cleanup and Corrective Action Programs; preparing groundwater monitoring reports and site closure requests under the Petroleum Storage Tank Program; and conducting post-closure care monitoring and data validation under the Texas State Superfund Program using the guidance of quality assurance project plans. She has also prepared integrated contingency plans using the One-Plan approach and evaluated data in support of expert witness testimony for litigation cases. Barbara’s geological and hydrogeological studies have included assessing impacts of petroleum hydrocarbons, Resource Conservation and Recovery Act metals, polychlorinated biphenyls, chlorinated solvents, pesticides, herbicides, explosives, dioxins/furans, and chloride in environmental media including soil, groundwater, surface water, sediment, and waste oil pits.
