Noreen Baker’s experience encompasses environmental site characterization/remediation, engineering geology, environmental site assessments (ESAs), and regulatory compliance. She has conducted environmental assessments and investigations for a variety of private, commercial, and government clients, which has included managing multi-disciplinary teams of scientists and engineers on projects with annual budgets of up to $2.2 million. These projects have involved the review of existing environmental sampling and analytical data and the collection of new data to determine the nature and extent of regulated substances. Her experience includes performing remedial investigations and human health and ecological risk assessments at State Superfund sites and conducting investigations and remediation planning at abandoned oil and gas exploration and production sites. Noreen has managed remediation engineering activities at numerous leaking petroleum storage tank sites and performed quality control reviews of site investigation and remediation reports for several electrical utility clients. She has also provided environmental compliance and water resources services to various fossil power plants including development of integrated contingency plans (ICPs) and development of water supplies for new power plants. She has been involved in modeling projects for both private industry and the federal government concerning fate and transport of contaminants in the subsurface and the performance assessment of sites considered for long-term geologic storage of radioactive waste. Noreen’s numerical modeling experience includes the use of three-dimensional single-phase and/or multi-phase codes such as MODFLOW, SWIFT II, TOUGH2, and TRACR3D.
